Contract Development

The Comptroller's office performs purchasing operations and customer service core to State of Texas purchasing. This includes processing hundreds of bid invitations, tabulations and awards for statewide TxSmartBuy, Managed, TXMAS, and open market contracts.

Procurement operations:

  • Administering over 500 statewide contracts and procurement schedules representing several thousand line items of products/services;
  • Processing open market requisitions (including school buses) on behalf of state agencies, universities, and more than 1,850 Texas Smartbuy members;
  • Conducting outreach to vendors, state agencies, and local governments.

In addition, the state purchasing team compiles monthly workload measures and quarterly performance measures reported to the Legislative Budget Board (LBB) and many other procurement management reports.

Open Market Requests

The Open Market Requisition (OMR) process is for delegation requests for the purchase of goods with an estimated contract value of more than $50,000. Goods contracts exceeding $5 million should be submitted for OMR review prior to being submitted for Contract Advisory Team (CAT) review. Find out more.
