County Appraisal Districts (CAD)s must submit all abatement related-forms. All submissions must be submitted using eSystems. Forms mailed or emailed will not be accepted.

Log in to eSystems
You will be sent to a page with tiles for all the services available on eSystems. Scroll to "eSystems Services" and select "See More." At the bottom of that page, select "Submit Tax Increment Financing Act Chapter 311 and Tax Abatement Act Chapter 312".

If you have not received a local government access code, please contact the Comptroller’s Local Government section or call us at 844-519-5672, option 8.

The chief appraiser may share this access code with other CAD staff members to submit any abatement related forms.

New Reinvestment Zone
Select this option to create a new reinvestment zone.
Redesignation of a Reinvestment Zone
Select this option to renew the term of an existing reinvestment zone before it expires. By statute, a reinvestment zone may last for only five years but can be renewed or redesignated every five years.
New Abatement
Select this option if a lead taxing unit approves a new abatement for a business and is located within the boundaries of a reinvestment zone.
Modification of Abatement Agreement
Select this option if a lead taxing unit modifies or alters the abatement agreement without canceling it.
Cancellation of Abatement Agreement
Select this option if a lead taxing unit finds that the terms of the agreement are not being met by the business receiving the abatement, the use of the property has changed significantly or the business environment has changed significantly and the requirements of the agreement cannot be met.
Post Abatement Property Valuation Report
Select this option to provide the one of the three annual post abatement reports.
View Upload Information
Select this option to check that your submission was accepted, and that the information submitted is correct.
Update Contact Information Guidelines and Criteria
Select this option to answer questions related to the agreement guidelines and criteria, which need to be amended or renewed every two years.
